Freedom House promotes the spread of freedom and democracy around the world through research, advocacy, and programs that support frontline activists. With over a dozen field in the U.S. and around the world, we support the right of every individual to be free through collaborative initiatives with local and international civil society initiatives. We are a leader in identifying threats to freedom through our highly regarded analytic reports, including Freedom in the World, Freedom on the Net, and Nations in Transit.

Position Summary:

Freedom House welcomes well-qualified applicants for this in-country contract position in anticipation of a new, 20-month project tentatively scheduled to start in September-October 2020. The Project Coordinator will serve as Freedom House’s official representative in Armenia. This person will perform responsibilities necessary for the day-to-day administration of activities, conduct extensive outreach and engagement with civil society, government, academia, diplomatic and international NGO community, and will facilitate key advocacy objectives in close coordination with Freedom House staff in Washington, DC. The Project Coordinator will supervise one local Project Associate.

This position is a full-time equivalency, based in Yerevan, and will report to the Director of Europe and Eurasia Programs in Washington, DC. Freedom House will not sponsor residency or work permits for this position, therefore only applicants with the legal right to live and work in Armenia will be considered. The hiring for this position is contingent upon receipt of funding.

Essential Duties & Responsibilities:

  • Serve as Freedom House’s official program representative in Armenia and facilitate Freedom House’s work in the country;

  • Leverage contacts within civil society, the Government of Armenia (GOA), academia, businesses, the international diplomatic, donor and NGO community, and multilateral stakeholders in order to raise the profile of Freedom House’s Armenia program;

  • Engage with Freedom House’s network of partners in Armenia to develop programmatic and advocacy approaches to supporting civil society, facilitating reforms, defending human rights, and fostering the respect for fundamental freedoms in Armenia;

  • Represent Freedom House in meetings with donors, partner organizations, and diplomatic contacts in Yerevan;

  • Represent Freedom House at public and closed-door events and working group meetings organized by civil society, GOA, the business community, and international stakeholders throughout Armenia and, when applicable, abroad;

  • Ensure successful achievement of project objectives and reporting requirements, ensuring compliance with grant agreements, through a minimum of weekly communication with Armenia-based recipients of financial and technical assistance from Freedom House;

  • Participate in the required daily and weekly communication with the Washington, DC headquarters of Freedom House and report on program progress on the ground;

  • Draft portions of periodic reports to the donor;

  • Support monitoring and evaluation of Freedom House projects;

  • Manage in-country physical office space and work closely with Washington, DC staff to ensure timely payments on contractual obligations in the country;

  • Supervise a Yerevan-based Project Associate and oversee logistical arrangements for project activities in Armenia;

  • Travel to event sites in Yerevan and Armenia’s regions (less than 20% of the time);

  • Contribute ideas, research, and outreach to the development of new strategic engagement and programmatic concepts by Freedom House for Armenia;

  • Perform other duties as assigned by the Director of Europe and Eurasia Programs or his/her designees.

Minimum Requirements:

  • Bachelor’s degree or equivalent in political science, public management, journalism, human rights, international development, international relations, law, or a related field

  • 7-10 years of professional experience in non-governmental human-rights or democratic-development organizations, international organizations, civic initiatives, or media projects.

  • Strong commitment to Freedom House’s mission, fundamental human rights values and principles, and democratic transformation of Armenia

  • Demonstrated and nuanced understanding of Armenia’s politics, socio-economic development, and geopolitical factors and their influence over the country’s governance and adherence to human rights and fundamental freedoms

  • Strong ability to work constructively and sensitively with multiple stakeholders with diverging interests, views, and positions

  • Strong ability and desire to network continuously and expand professional contacts and collaborations

  • Ability to communicate fluently and effectively in Armenian and English, both verbally and in writing; additional Russian language ability is welcome

  • Previous experience in engaging with donors and cultivating partnerships

  • Ability to work independently with minimal supervision and meet all goals and deadlines

  • Strong ability to plan, organize, prioritize work and multi-task to meet tight deadlines

  • Ability to apply superb attention to detail and consistently produce timely and error-free work

  • Strong sense of propriety, mature judgement, and ability to maintain confidentiality in all matters.

Preferred:

  • Advanced degree in political science, public management, journalism, human rights, international development, international relations, law, or a related field

  • Professional experience with government reform, disinformation research and analysis, public awareness and/or advocacy campaigns, facilitating partnerships between civil society and media, and advocating for human rights and fundamental freedoms in Armenia, the South Caucasus, or the broader Eurasia region

  • Professional facilitation or conflict management experience

  • Existing working relationships with local civil society actors across the ideological spectrum, current government officials, international NGOs, and the diplomatic community in Armenia

  • Deep knowledge and understanding of current and recent rule of law, disinformation, civil society and media support initiatives
